Controversy over Operation Sophia

In early 2020, Operation Sophia was terminated and replaced with Operation Irini. This was primarily due to concerns brought up by EU nations, Italy and Austria. Irini will be continue the same operations as Sophia with the exception of any migrant focused actions.
What where the issues with Operation Sophia?
The primary issue was the support that migrants received from Operation Sophia, resulting in a higher influx in migrants arriving to Italy and subsequently Austria. This resulted in these two countries being in opposition to the continuation of Operation Sophia, and Italy threatening to veto the operation if necessary.
What will Operation Irini do?
Irini will continue the arms embargo placed on Libya in an attempt to prevent further violence in the regions, resulting in less migrants attempting to make the journey across the Mediterranean. It is evidence of a shifting EU opinion on it's responsibility on nearby conflicts. Rather than taking the "human security" position, and ensuring the safety of migrants, the EU has begun to focus more on "European Security". As categorized by "The EU's Responses to Conflicts..." human security is a focus on humanitarian interventionist foreign policies paired with the development of stable governments, while EU security is focused on international terrorism and transnational organized crime as well as illegal migration.
